Project Description and Scope of Work
The City of Parchment is seeking proposals from qualified companies with experience in milling, repaving, and installation of speed humps.
The Scope of Work to be completed for this project includes individual lists of costs for each of the three streets included:
Haymac Drive (Clarnin to G Avenue) approximately 6000 sq yds:
- Cold mill existing pavement two inches in depth
- Sweep and clean street prior to resurfacing
- Apply bonding agent over resurfacing area
- Resurfacing will be accomplished with bituminous materials including a compacted thickness of no less than 2 inches.
- Install two speed (2)humps per the City of Kalamazoo specifications

Link Lane (Shoppers Lane to Commerce Lane) approximately 1720 sq yds
- Cold mill existing pavement two inches in depth
- Sweep and clean street prior to resurfacing
- Apply bonding agent over resurfacing area

Discontinuance of Work
The Parchment City Manager shall have the authority to suspend the work, wholly or in part by written order due to failure on the part of the selected Contractor to carry out orders given or comply with any provisions of the contract documents. Any practice that is deemed obviously hazardous by the City Manager or her representative, shall be immediately discontinued by the Contractor upon receipt of either written or oral notice to discontinue such practice.
Standard Contract
The selected Contractor shall include in their proposal a copy of their Standard Contract.
Terms of Contract
The term of this contract shall be for the period of the 2024 Construction Season.
Insurance
Contractor shall file with the City of Parchment evidence of Workman’s Compensation, Commercial General Liability, and Business Auto Liability. Limits of insurance shall be as follows:
Minimum amounts of $1,000,000 in employer liability
Statutory required amounts in Workman’s Compensation
$1,000,000 Commercial General Liability
$500,000 in Business Auto Liability
A certificate of insurance shall be filed with the City of Parchment prior to award of contract. The City of Parchment shall be listed as an additional insured under General Liability and also listed as a certificate holder. Such insurance shall be maintained throughout the term of this contract and may not be canceled without providing at least thirty (30) days advance notice of such cancellation to the City of Parchment.
Indemnification
The Contractor agrees to hold harmless and indemnify the City of Parchment against any and all claims, suits, damages, costs, or legal expense as a result of bodily injury or property damage resulting from the negligence of the Contractor.
Proposal Evaluation and Contractor Selection
The Transportation Economic Development Fund will select from completed proposals submitted on or before May 1, 2024 at 12:00 pm.
Selection will be based on:
- Schedule and cost estimated for the scope of work.
- Approval of proposal by the Transportation Economic Development Fund (TEDF) representative.
Administrative Information
- All submittals must be valid for a minimum period of ninety (90) days after the date of submission.
- The City of Parchment makes no guarantees to any offering company until such time the City approves the contract.
- The City of Parchment reserves the right to reject any or all proposals and to make the award that is deemed to be in the best interest of the City of Parchment.

2025 City Commission Meetings
The Parchment City Commission Meetings are held on the first and third Mondays of every month at 7pm in Parchment City Hall, 650 S Riverview Drive.
The exceptions would be Tuesday, September 2, 2025 (holiday 9-1-2025)
There will be a Work Session/Goal Setting meeting for the 2025-2026 Budget immediately following the February 3 and April 21 Commission meetings.
The agenda packet is available on the City Hall tab, under Agenda Packets and Minutes. The public is welcome to attend.
Leaf Pickup September through November
The City of Parchment will be picking up leaves September through November. Public Works will gather the leaves throughout this time frame. Leaves are to be placed in the streets with the exception of Riverview Drive and G Avenue (on these streets only, leaves must remain in the curb lawn).
Leaves that are not placed correctly will not be collected.
Brownfield Redevelopment Authority Meeting 10-27-2023
There will be a Brownfield Redevelopment Authority Meeting on Friday, October 27, 2023.
It will be held at Parchment City Hall, 650 S Riverview Drive, at 3pm.
The public is welcome to attend.
Parchment Veterans Memorial Dedication
On Monday, September 11, 2023, the Parchment Veterans Memorial was dedicated to all those that have served and are currently serving our country. Come and see the memorial at 650 S Riverview Drive!
It is not too late to be a part of this project; brick orders and donations are still being accepted and we welcome your participation with support. Thank you for helping to honor the veterans who gave so much for all of us!
Bricks ordered after September 2023 will be placed in the memorial in the spring of 2024 when the ground has thawed.

Self-Guided Walking Tour of Kindleberger Park History
Karen Woodworth (Library Ambassador), in collaboration with Cheryl Lyon-Jenness, has just launched a self-guided walking tour of the history of Kindleberger Park on the PocketSights app.
You can view the tour on the free PocketSights app (perfect for when you are actually in the park), or you may view it on their website here: https://pocketsights.com/tours/tour/Parchment-Kindleberger-Park-Self-Guided-History-Tour-6737
The tour starts at the library and has nine stops. Each of the stops has written notes about the Park’s history, an audio narration (by Cheryl), lots of photos, and even a film clip of the Park’s dedication in 1933.
