Project Description and Scope of Work
The City of Parchment is seeking proposals from qualified companies with experience in milling, repaving, and installation of speed humps.
The Scope of Work to be completed for this project includes individual lists of costs for each of the three streets included:
Haymac Drive (Clarnin to G Avenue) approximately 6000 sq yds:
- Cold mill existing pavement two inches in depth
- Sweep and clean street prior to resurfacing
- Apply bonding agent over resurfacing area
- Resurfacing will be accomplished with bituminous materials including a compacted thickness of no less than 2 inches.
- Install two speed (2)humps per the City of Kalamazoo specifications

Link Lane (Shoppers Lane to Commerce Lane) approximately 1720 sq yds
- Cold mill existing pavement two inches in depth
- Sweep and clean street prior to resurfacing
- Apply bonding agent over resurfacing area
- Resurfacing will be accomplished with bituminous materials including a compacted thickness of no less than 2 inches.

Discontinuance of Work
The Parchment City Manager shall have the authority to suspend the work, wholly or in part by written order due to failure on the part of the selected Contractor to carry out orders given or comply with any provisions of the contract documents. Any practice that is deemed obviously hazardous by the City Manager or her representative, shall be immediately discontinued by the Contractor upon receipt of either written or oral notice to discontinue such practice.
Standard Contract
The selected Contractor shall include in their proposal a copy of their Standard Contract.
Terms of Contract
The term of this contract shall be for the period of the 2024 Construction Season.
Insurance
Contractor shall file with the City of Parchment evidence of Workman’s Compensation, Commercial General Liability, and Business Auto Liability. Limits of insurance shall be as follows:
Minimum amounts of $1,000,000 in employer liability
Statutory required amounts in Workman’s Compensation
$1,000,000 Commercial General Liability
$500,000 in Business Auto Liability
A certificate of insurance shall be filed with the City of Parchment prior to award of contract. The City of Parchment shall be listed as an additional insured under General Liability and also listed as a certificate holder. Such insurance shall be maintained throughout the term of this contract and may not be canceled without providing at least thirty (30) days advance notice of such cancellation to the City of Parchment.
Indemnification
The Contractor agrees to hold harmless and indemnify the City of Parchment against any and all claims, suits, damages, costs, or legal expense as a result of bodily injury or property damage resulting from the negligence of the Contractor.
Proposal Evaluation and Contractor Selection
The Transportation Economic Development Fund will select from completed proposals submitted on or before May 1, 2024 at 12:00 pm.
Selection will be based on:
- Schedule and cost estimated for the scope of work.
- Approval of proposal by the Transportation Economic Development Fund (TEDF) representative.
Administrative Information
- All submittals must be valid for a minimum period of ninety (90) days after the date of submission.
- The City of Parchment makes no guarantees to any offering company until such time the City approves the contract.
- The City of Parchment reserves the right to reject any or all proposals and to make the award that is deemed to be in the best interest of the City of Parchment.
